21st Avenue Springfield Drug Raid Results in State and Federal Arrests
SPRINGFIELD, TENNESSEE: (Smokey Barn News) – Two Springfield men were taken into custody following a search warrant at a home on 21st Avenue East in Springfield Thursday afternoon.
According to Springfield Public Affairs Officer Zachary Clark, the narcotics search warrant was executed around 3:00 p.m. at 301 21st Avenue East. Terrelle Payne was taken into custody and charged with possession of Schedule VI for resale, possession of drug paraphernalia, and possession of a weapon by a convicted felon. Narcotics officers are actively investigating.
Devon Dowlen was also taken into custody on a violation of probation warrant issued by the United States Marshal Service.

52-year-old Terrelle Epprise Payne was booked into the Robertson County Detention Facility and is facing the following charges:

Payne’s total bond was set at $71,500, with two of the charges listed as no bond. His next scheduled court appearance is July 21, 2025, in General Sessions Court.
Devon Dowlen
38-year-old Devon Dowlen was booked into the Robertson County Detention Facility without bond on a hold for the United States Marshal Service. According to jail records, Dowlen was released the following morning, May 9, at 9:46 a.m., and transferred to federal custody.
All suspects are innocent until proven guilty in a court of law.
