Cedar Hill Man Charged in Target Dressing Room Photography Case

CLARKSVILLE, TENNESSEE (Smokey Barn News) – Authorities are asking for the public’s help locating a Cedar Hill man charged in connection with an alleged unlawful photography in a dressing room investigation at a Clarksville Target store.
According to the Clarksville Police Department, the incident occurred on Christmas Eve when a suspect followed a female victim into the dressing room area of the Target store. Police say the suspect allegedly used a phone to photograph underneath a dressing room door while the victim was changing. The victim noticed the phone, confronted the suspect, and the suspect fled the store in a white pickup truck.
Following the incident, investigators reviewed surveillance footage and identified the vehicle involved. On January 4, officers located the truck near the Target on Wilma Rudolph Boulevard and conducted a traffic stop. The driver was identified as Francisco Manuel Flores, 28, of Cedar Hill, Tennessee, who matched the suspect seen in surveillance images. Police say Flores admitted to being the individual captured in the store’s surveillance footage.
After the investigation was reviewed, a warrant was later obtained charging Flores with Unlawful Photography, a violation of Tennessee Code Annotated § 39-13-605, a Class A misdemeanor. His bond has been set at $5,000.
At this time, authorities say they have been unable to locate Flores. Police say Flores could be residing in the Springfield area. UPDATE: Police say 28-year-old Francisco Manuel Flores was taken into custody last night and booked into the Montgomery County Jail. Officials say the case is now pending prosecution, and no additional information is being released at this time.
